Upgrade/Downgrade of the plan is unavailable due to the Payment Service Provider not allowing the ability to update the subscription. PSP has certain restrictions that make altering subscription details not possible.
However, there's a way to get desired subscription plan by creating a new subscription & API keys (based on a required number of API calls) and canceling the existing one before renewal. Find helpful articles below -
